A good bow for a 13 year old starter would be this one and it is under $100

Just for fun, I’d suggest a Bullseye from Internature or the PSE Buckeye. Get a pair of light limbs, 20 pounds at the most. There really is no need for high poundage unless you intend to hunt, even so starting with heavy poundage will increase your risk of injury and will definitely teach you to shoot with bad form. Specially when you’re shooting without a coach.
A Bullseye will cost about $100. Then you need to buy the following
-Arrows I suggest Easton Jazz or Blues. They’re about $40 per dozen already made. You can get half dozen at some places too.
-Finger tab/glove, anywhere from $7-$40
-Armguard, anywhere from $7-$13
-quiver, anywhere from $7-$120
-bowstring, about $10
-bow stringer another $15

Make sure you build a good solid backstop and that it’s legal to shoot in your backyard. Different towns have different laws regarding archery. Friend of mine recently got in trouble with the police for shooting in his garage, a neighbor reported him and he almost got a ticket. To think, this guy was one of the top competitors in Germany, it’s not like he’s going to miss his garage and hit the neighbor.
Let me also add, that you might be lucky and have an actual archery range near your house. You might also be even luckier and have an archery range that will let you use their equipment for free. I don’t know where you are, but if you’re in the US, go to and do a search. Other countries, google up your country name and “archery association”. Often times they will list archery ranges in the country.

The best bow for your particular needs would probably be the Indian “Titan”, an all-fiberglass recurve; the bow itself is 60 inches total length, 25-30 pounds draw weight, and can be used either right-handed or left-handed. Sells for about $38, and is available from TradTech Archery (as well as most other reputable archery stores).
“Youth” arrows for this type of bow are also available, at 3Rivers Archery. Both stores sell accessories, as well; armguards, gloves/tabs,etc. I suggest for you the “Cartel Junior” armguard; good quality, at a very reasonable price. Since you are just starting out, I also suggest that you use a glove; the FG2N shooting glove, from Neet Archery, is a good choice.
A quiver to hold the arrows is not absolutely necessary, but very useful. For your needs, a “tube” quiver works well. Neet Archery’s “N-615″ tube quiver is a good one; this style of quiver hangs from the belt, pocket or trouser top (I recommend hanging it from a belt).
All told, the cost is around $91 — nine dollars less than your original limit for the bow. (Bow, 1 dozen arrows, golve, armguard, quiver; targets can be made from tightly-stuffed cardboard boxes, and should not cost more than $5)
