You should not need to have an FFL (Federal Firearms License) to work on guns-I think it is only if you are buying them and selling them-but you can visit the ATF website at -they have frequently asked questions and email addresses you can send questions to. Just to be on the safe side or you could call your local police station and they can tell you where to start-good luck to you.

You don’t even have to have a FFL in order to buy a muzzeloader. I was under the age of 18 when I bought my first and I’ve had several sense. I also studied to get my FFL. You just can’t fire it within city limits unless it’s on a shooting range.

To sight-in a firearm? No, the FFL license is not required. To purchase/sell firearms as a dealer? Yes, the FFL IS required for ALL firearms dealers - and you have to be a firearms dealer to sell or give a firearm to ANYONE who is not a resident of YOUR state.

And regardless what anyone says, Federal Law (The Gun Control Act of 1968) states that you have to be over the age of 18 to purchase a rifle - which icludes muzzle-loaders. It doesn’t prevent a parent or other ADULT family member giving a rifle to a juvenile.

It all kind of goes against the 2nd Amendment, which specifically forbids Congress (otherwise known as “The Federal Government”) enacting any laws which infringe on the right of the people to keep and bear arms…….

Gee, ain’t it nice to know what the Law actually says?
